I lived most my life in IL and now live in CO. I wanted to drive my car (currently equipped with studded tires) back to IL for a visit in January. 950 miles without studs along I-80 and country roads?? I think not! So used to driving in deep snow conditions but when it comes to ice - studded tires are the only way to go.  4 wheel or 18 wheel drive doesn't matter one iota on ice!! We should all be allowed studded tires for safety's sake and, at the very least, visitors should be exempt for the duration of their visit.
